Dear Sir,

Sub: Subscription rates deducted from retiring/retired Railway employees towards RELHS-reg.

Ref: Railway Board’s letter No. 2017/H/28/1/RELHS dated 23/02/2017.

Federation invites kind attention of the Railway Board to the instructions issued vide Board’s letter dated 23/02/2017 relating to subscription rates of RELHS Membership for the retired/retiring Railway employees, consequent to the 7th CPC recommendations and decision thereon, made effective from 23/02/2017 with stipulation as below:-

“Para 4: the revised rate of subscription as above shall be applicable to those Railway employees who shall be retiring and joining RELHS on or after the date of issue of this letter. Those who have already retired and are not members of RELHS shall be governed by the rules which were prevalent at the time of their retirement”.

2. The Federation has received number of representations from the Railway employees and their families who have retired/died during 01/01/2016 and 22/02/2017 i.e. before the date of issue of Board’s letter that their one month Basic Pay (in respective pay level of 7th CPC) has been deducted by the Railway Authorities as subscription rates of RELHS which amount is quite higher particularly in those cases of employees of pay Level-4 to Level-9 who have retired/died comparing with the rate fixed by the Railway Board now (letter dated 23/02/2017). Federation feels that the action of Railway Board prescribing higher rates in those cases of retired staff on or after 01/01/2016 or died is discriminatory as the said subscription rates of RELHS should have been given effect from 01/01/2016 instead of 23/02/2017.

NFIR, therefore, requests the Railway Ministry to review the decision for rendering justice to those retired/died during January, 2016 and February, 2017.
