Option 1 for 7th CPC Pension is Mercilessly Rejected – Confederation

PENSIONER’S OPTION – 1 MERCILESSLY REJECTED

It is learnt that the Committee chaired by Secretary (Pension) has NOT recommended the Option Number – 1 recommended by 7th Central Pay Commission for fixation of pension of pre -2016 Pensioners. Instead it has recommended extension of the benefit of pension determination recommended by 5th CPC ie ; arriving at notional pay in 7th CPC by applying formula for pay revision for serving employees in each Pay Commission revision and consequent pension fixation. Now the Implementation Cell of 7th CPC is studying the recommendations of Pension Committee for processing for submission for approval of Cabinet. Thus , the one and the only favourable recommendation of 7th CPC ie; the real parity in Pension which is also approved by Cabinet with a rider “subject to feasibility” is going to be mercilessly rejected by Government , inspite of repeated requests and demands from NJCA, Confederation and Pensioners Associations .

Option -1 is the most rational criterion recommended by the 7th Pay Commission for refixing pay of serving employees and pension for retired ones. Acceptance of the recommendations of the duly constituted Committee chaired by Secretary (Pension) is not binding on the government. In case, the financial implication of consideration of option-1, instead of option-2 is not too burdensome, the government may, in the end, consider option-1, at least, in respect of post-2016 serving and retired employees. The employees- unions may have to approach the employee-centric government with a persuasive tenor for resolution of the issue– K. A. N. Talpasai

In the absence of specific recommendation alternatively proposed for consideration,we need to have the patience in terms of !!! Factual convening!!! of cabinet committee...In addition,the implementation guidelines will be available only after the Cabinet Approval on Alternative(s) now proposed...
Point Number :(01) by what procedure the existing anonalies can be rectified in the absence of firm implementation guidelines,while applying the principles respecting pre.2016 retirees...Point Number : (02).We need to have clear definitions and difference between !!! Anomalies!!! and losses resulting out of!!! Bunching!!!.It appears one amongst the two instruments is likely to result in recurring losses in the next ten years respecting pre.2016 pensioners... Point Number :(03)Is the right stage is all about revision of allowances,whereever applicable...With fervant hopes that the issues are strictly in the order of ranking,Regards....
